History
On 3 May 1999, multiple tornadoes struck the Oklahoma
City, Oklahoma area. Many of the tornadoes were stronger than F-3,
with one tornado achieving F-5.
On 4 May 1999, Buddy Bell from OEP called Steve Caesar,
Communications Officer for the Dayton DMAT, to check availability for a
deployment to Oklahoma City. Within an hour, Caesar was called with
travel plans to Oklahoma City. Caesar departed from the Dayton airport
to OKC via St. Louis.
Caesar was deployed as the Information Resources Chief
working in the OEP
Management Services Team (MST) under Capt. Bill Tyler.
Caesar was the first member of the MST that was on the scene in OKC.
Caesar made contact with the OKC Medical Examiner's office and the first
members of the DMORT teams. Caesar made contact with the local ham
radio operators to assess the ham radio network and the volunteer activities
already in progress. Caesar assessed the use of the governmental
frequencies that might be needed for MST use. The MST formed over
the next few hours, with the bulk of arrivals after midnight on 5 June
99.
The MST took over an unused floor at the OKC VA.
Caesar worked on making the telephone system operational. A FAX machine
was set up for the use of the MST. Radios were issued to MST personnel.
Caesar set up the MST phones through contacts with the local cellular phone
company. Pagers and pager airtime were donated to the MST through
a local provider. Computer maintenance and networking issues were
accomplished. Pagers, cellphones, and radios were issued to off site
personnel.
The MST's main mission was to support the OKC medical
examiner's office and the DMORT members. The mission ended after all the

The MST Command Center is turned over by Buddy to Sid Caesar for
his shift as Commander.
NDMS vehicles were transported into Oklahoma City using the above
arraingment.
